Recovery-oriented systems of care (ROSC) Councils are networks of formal and informal services developed and mobilized to sustain long-term recovery for individuals and families impacted by severe substance use disorders. The system in ROSC is not a treatment agency but a transformational organization comprised of a community and state partnership. Systematic effort to develop a robust public health approach focuses on the prevention of substance use problems in the general population while changing communities and restoring lives.

Stakeholders from behavioral health, public health, and workforce development have come together to offer wraparound services and reduce barriers to care.
